To a degree.  Basic movement(walking, running, reloading) still has a certain heft to it, but movement speed and animations in general have been sped up a bit.  Going into ironsites highlights the biggest change.  You bring up your scope quicker, and the scope both sways considerably less while turning and jumps around less when firing.  This leads to significantly decreased bullet spread for most weapons vs Killzone 2, which - combined with slightly lower player health - leads to much quicker deaths in KZ3 vs KZ2.

There's also a bit more aim assist in the game, which makes aiming when ADS even easier.

The controls are pretty good on the whole.  They just need to do something about the overpowered SMG and LMG.  They're still similar to KZ2's controls in many respects, it's just that the biggest change is in ADS, which is what you'll spend most of your time doing.

You really just have to play it to understand.  And even then if you haven't played KZ2 recently, it's hard to really compare the two.
