I'm guessing political systems?
In NZ (which has the Westminster system) we often do amend laws. Otherwise we sometimes replace old laws with a new set of laws covering the same practices while the old set of laws are repealed at the same time.
In the American system I'm guessing it's because getting something passed and something repealed is more difficult than just getting something passed.
