Why doesn't Sony use their Cat Mascot (Toro) in the West?

i don't think so, those guys would just ignore it, Little big planet haven't changed the way those guys see the PS3.

The difference is that LBP/Sackboy are not being advertised by sony as their mascot.  You can bet that if every sony display in every retail store started prominently displaying an anime cat then those fans would looks elsewhere.
