Why doesn't Sony use their Cat Mascot (Toro) in the West?

and also you dont associate PS with a cat unlike Mario with Nintendo as well, but more like an hardcore quality gaming machine 

Mascots are actually what makes people recognize a console from other, lots of people can't really tell the difference between PS3 and 360 , because they feel they're  the same, they need a stable mascot
