It's shipped. From a company it's always shipped whether they sold or whatever. It'll be something a bit below 45 million rounded up - which makes VG number pretty good.
This is just him correcting his earlier number in line with official MS shipped numbers from their reports.
What's curious is the slip of the tongue where he put 42 million before. Was that his internal view of sold through to customer or just a typo?
