Well to be honest I would hold off on the purchase for two reasons.
A. PSP 3000 and all PSP software are going to drop to poverty affordable sales once PSPhone and PSP2 come out. The 3DS will be the start early next year you'll see retailers trying to clear out PSP's. Then later in the year with PSP2 coming the retailers will again cut prices and software as well as the console itself will become very affordable.
B. There is very little known about the PSPhone and its software support. My bet is it will support all the downloadable PSP games currently availible on PSN. You may want the actually software. If you don't mind only downloading games and you need a phone then I'd wait to see what software support the phone has and just how expensive it will be.
In other words wait for the PSPhone to launch and see if it gets the software support you want. If not then buy a PSP 3000 at its discounted price and enjoy buying your software at budget prices.
