That is the whole point of having an immigration system and a controlled border. You have the choice of who is immigrating to your country and you can (effectively) prevent criminals (or other undesirable individuals) from moving to your country. In its current form, the US/Mexico border allows for the importation of criminals and sexual slaves but does little of individuals who want to have a better life; because an illegal immigrant can't take full advantage of the system because they lack the most basic of rights.
Create a secure border and then have a discussion about increasing immigration.
