That's always been a problem, of course, though smaller countries have similar issues (Ecuador, for one. A reasonably advanced place in Quito and Guayaquil, but outside that...)

true but then again Russia is one of the most resource rich countries in the world, add those rich's and there equally rich cultural heritage together with it having huge potential in eco tourism due to it being home to some of the worlds greatest natural treasures and it becomes very sad that the people aren't getting the benifit.
