A HDMI 1.4 cable is fully backward compatible to HDMI 1.3. The only diffference is that two lines are now wired as a twisted pair ethernet wires (less noise problems). A good shielded HDMI 1.3 cable would very likely work as HDMI 1.4 cable without problems. If you don't use the ethernet thing, any good HDMI 1.3 cable is identical to a HDMI 1.4 cable.

PS How do you "wear down" a HDMI cable?
