I think that these 35 countries are the ones that Microsoft sell 360 officialy.
Or maybe it's the ones that have Live. Even if is this case, MS don't sell 360 OFFICIALY in much more than 35 countries.
For example, in Brazil, with have almost 200 million habitants, Sony introduced the PS3 in about 1 year /-. And these PS3s are ridiculously expensive compared to the ones in the gray market.
