Square-enix caters 1st to it's own people and then the rest of the world, and the only HD console doing well in Japan is the PS3 so their is a possibility that it'll be PS3 exclusive, also by the time the game comes out the PS3 install base will be alot bigger, although their is also the possibility of the game making it's way to the 360 to take advantage of the large 360 install base in the US.
