3DS of course I will buy because it has Zelda, Mario Kart and Animal Crossing. I can't live without those games.
On the PSP2 side we gotta know price and games, and battery life. If the PSP had a lower pricetag at launch, better battery life and the good games it has been getting lately I'd had bought one a long time ago for sure...
