Does this mean we overtracked wii by around 5 million? Americas Hardware

This tells me there should have been 35.1 million wii controllers sold with hardware, and they only sold 30.41, and I dont know if in America there are bundles with 2 controllers? because in europe we do, this would mean we overtracked them even worse, right?
