Firstly, no I don't hold ignoring somebody elses torture as bad as somebody doing torture. I'm just a realist and realise that the Iraq security forces were going to resort to torture - it's how it has been done in Iraq for a long time. The only people with the ability to change that situation (the Americans and other coalition forces) ignored it instead as it was easier.
So why criticise America? Because the only people who could stop the tortue happening in Iraq are the occupying countries, instead they ignore it. Criticising the torturers isn't going to get anywhere - the Iraqis are quite capable of ignoring outrage in the West. The American government on the other hand is not, if there is enough pressure on the American government about this then perhaps they will in turn pressure the Iraqis (over whom they hold considerable influence) and actually make a difference.
So in short, criticising the Iraqis about this would have no effect while criticising the Americans might just have some.
Edit: Also if you ignore a woman in a debate because she's a woman, then maybe that description fits. Doesn't make you anywhere near as bad as a wife beater no matter what country or culture they're from.
