With Basara 3, that was purely a PR excuse. The Wii version only takes about 4GB of game data, there was way more than enough space for dual language tracks on a DVD... more likely they didn't want to pay for rights to use the (expensive) JP voice cast overseas for such a niche game.
That's also why Basara 3 had no online play or DLC, because it wasn't deemed necessary for Japan and the game was too niche in the west to warrant the cost. The fact that the Wii exclusive Samurai Warriors 3 managed both dual voice and online play/DLC just adds insult to injury. :/
