I... just kinda assumed this was the case.
Afghanistan too.
I'm pretty sure this is the case with every country any "Western firstworld" country puts their armies in.
Heck, you don't think the UK knew this was going on either? Just because you help out the side you think is "less evil" it doesn't mean said side is going to have Western first world morales, especially considering all the torture and deathsquads they just had to go through.
Takes more then the sudden ability of voting to make a country have western ideals.
It's ultimatly why these "nation building" efforts are almost never worth it.
