Basically he is saying that on some very very rare occasions it may "dip" below 60fps... dip? like to 50 or so fps... and thats the reason for the delay?  I'm not buying that at all.

Wrong.

Polyphony basically in the end couldn't get GT5 to run 60 fps all the time and players will notice a few framerate dips when for example in the rain. So that's why he's begging for forgiveness. That's not the reason for delay.
