Well it could be true. I know for one if I was head of a game team and was working on a game for years on end. I wouldn't set that game out until I was literally finished. Would be such a waste of time to send it out and not live up to your standards as a dev.
Feel bad for the XIV team, got to know someone at SE made them ship it out not ready. WADA!!!
