He had indirect power to do it. I did tests (like GRE) (basically tests to see if your English is good enough to follow courses overseas) but back in time passing a test doesn't mean that you could go..In fact if 1 on the 100 could go overseas it was already a lot. 3 days after I went to the Dean I got an letter that I was 1 of the 100 and that I could go to NY to the Bard College and follow the Globalization and International Affairs Program. I am 99% sure that the Dean gave the state an recommendation.
