I don't think it is particularly strange myself, just your analogies don't work very well.
There is the aversion many seem to have to using pointer controls in FPS and I believe this is pandering to those people... just to make people realise there is an option so they can't be stubborn due to assuming motion controls are all terrible, or in some cases where people have a genuine dislike, or perhaps even simple pointer controls are not practical (depending on their gaming setup this could be possible).
I will be interested to see what happens regarding online options tbh, Goldeneye and Black Ops do seem to be going for the (finally on the Wii) "how many options can we fit in" route so I would think people will have the choice to play against others using the same controls method only, as well as being able to have both types against each other.
I would think however unless there is some kind of handicapping that, like the Wheel in Mario Kart, those using dual analogue will be outclassed by those of us with pointer controls.
