Dude Microsoft were making the XBOX bighind SEGA back they don't care about SEGA.

Microsoft made Xbox chiefly because Dreamcast was already failing, and no one else would license Windows for their game systems R&D.  Initially there were talks between MS and Sega to try and make Xbox backwards compatible with Dreamcast, but it didn't end up happening due to costs.
