Looks like this is official statement from SCE Russia that was send to Russia retailers. It clearly says that the game was delayed for few weeks and gonna be released in the end of November or beggining of December. It says "Because of Worldwide release delay".

It's not an offical statement from SCE Russia because there is no such thing as SCE Russia!

I am not sure about the name, but Sony have official Russian department.
