Of course it isn't.

First you don't remove physical copy from someones possession but duplicate virtual item.

Second which comes from first - there's no direct loss but only a loss of potential sale.

 

Hence why all goverments are categorizing it as copyright infigment and not theft.

and if you want to be pedantic it's not piracy either

so  how do you virtualy copy a virtual item ,
