There wouldn't be... except they're unwilling to do so.

There isn't anything the firedepartment and the departments government can do if his government doesn't want such a law.

Edit: Btw, reading the rest of the posts since then, I agree it's mostly on the very people who are against this tax. They put everyone else on an impossible situation.
