Hahahaha, I can't believe some of you. You'll spin anything positive if its aimed at ... [sigh] never mind, you'll just get defensive again.
Delays are the sign of bad planning, so no they are not good. There have been many fantastic games that didn't announce a release date until they knew they could hit it. Delays hurt retailers, stockholders and gamers. And while they do often turn into a better product, not always. Many delayed games still were filled with bugs, gameplay and design problems and short campaigns.
For the PS3, many of the quality exclusives would've benefited from the exposure of the holidays. Their loss.
