Perhaps, but it is hard to imagine them ahead of us on that front as well. And by quite a distance based on some of these stories.

Not particularly.
Remember that Russia went broke keeping up with US Military spending, but for a long time there, DID spend enormous amounts (we're talking decades) and in many cases actually were well ahead of US Military technology. Especially in things like MIRV's and AMS.
These days China also spends enormous amounts. They may have a smaller pool of highly experienced and educated scientists to call on, but their money goes a lot further due to cheaper wages used to build their ships etc.

Yeah, but you're not just talking about enhancements....you're talking about revolutionary technology, far beyond anything we know of, by alot. And while I agree it may bea easierto beleive than aliens, it still seems crazy...

The defense world houses a great many things that seem crazy but are eventually deemed normal.
The gap in likelihoods between this being a defense project of one country or another and this being an alien event is monstrous.
Most likely of course, is that it's all a bunch of bull.
