Honestly, it all depends on how Kinect is successful. And MS already said it`s launching it like it`s a new console, so to speak.
If there aren`t great exclusives announced for next year is probably because MS will give room for Kinect to breed and prosper. For some reason, GOW 3 was pushed for the holiday season in 2011, that way it will keep core games satisfied for the entire year while pushing Kinect.
