And speaking of psychology, I don't think either of us know whether whoever might have paid the supposed bribe money would want to press charges, thereby making a public stink of it; or what Brother Tom's spending habits would be if he were to come into a windfall. 

It's generally going to be C.  Not so much ridiculious so much as... doesn't really matter.

If I concede a point i'll mention it or if i don't have any knowledge of the situation "like how likely it would be to get the money back."

Regardless of his spending habits, anyone will tell you.  Either way it'd be easy to spot a difference.  Nobody who gets a big winfall of money doesn't spend ANY of it.
