This practice has existed for at least 20 years, PC games frequently had special releases after release that included expansions integrated into one box to boost sales a second time. It's only because of the nature of consoles now the practice is migrating to them, DLC has allowed this practice to become a serious marketing tool.
I think your title is very badly worded though, the developer releases the complete version of games. I would rather they used this practice for all games mind you so all DLC could be obtained for every title at a fraction of the price it is online given the inflated price in most cases.
