Mass Effect 2. Once you get past the graphics and Martin Sheen voicing the Elusive Man, then all you have is a bare bones prequel for Mass Effect 3, which is one long recruitment mission with no cool bosses, which Mass Effect had in The Thorian, Benezia, and Saren. All we got is the Harbinger who periodically possessed a Collector and a Reaper inspired by Terminator 2.

Grand Theft Auto 4 is the runner up. It regressed from the concepts introduced in Vice City and San Andreas. Namely, GTA 4 had no player owned businesses, no garages to save your car leaving your saved car's drivers side doors at the mercy of cabbies, no gang wars, and no changing the physique of your character. The most damning thing is the suckass NYC soundtrack...Give me the Vice City soundtrack anyday of the week over Radio Broker and whatever garbage the devs put in because people listen to it in NYC.
