1. The N64 was indeed underpowered in comparison to the PS1, largely (though not only) due to the limitations of cartridges.
2. Nintendo consoles tend to punch above their weight if you look at only the best sellers, for obvious reasons. The N64 sold about a third as many units as the PS1 total.
