In the US that would be constitutional hot water.
Taxings peoples right to gather and show their religions.
Taxes are imposed on things that are not supported by the constitution, a tax cannot be added to something we have the right to.
As in purchases, we not have the right to buy groceries hence why we can have a sales tax.
