Yes, it's true. I've created a Japanese PSN account today and downloaded it. It's around 300 MBs so it's not a big donwload. There are a lot of weapons in this demo and enemies that didn't appear in the last demo.
Search for "Vanquish" in JP PS Store and you should find it.
