As another fella summed up quite succinctly-
They have two options at the end of the day.
1. Get money in exchange for copies of Super Street Fighter 4 for PC.
2. Don't get money in exchange for copies of SSF4 for PC.
I guess Capcom doesn't want free money. They aren't screwing the pirates, they'll download Dead Rising 2 instead. They're screwing the people who would have paid for it. Pirates won't even miss it.
