This has been explained in the OP. Notice how this is ONLY the number of people playing an FPS on Steam at that exact moment.
It includes nobody playing an FPS at that moment who isn't running it off of Steamworks.

But it says "At least 266,505 people played an FPS on a PC today" that doesn't mean at that exact moment in time...it means up until that point.
Now without a doubt there are more unique users that play FPS on consoles then on the PC.
Take these stats - for the Halo games alone there have been 2.8 million unique users in the last 24 hours, then you start to add the likes of MW2 which has at least 200k people online at any given time....then you start to think how not everyone has Xbox live, plus there are tons of other FPS games on the 360 so you gotta add them all up. Even when you add all that up you have to remember the all the Playstation and Nintendo systems that people play FPS games on.
As far as FPS games are concerned it truly is all about the consoles....

Read the comments in the link in the OP. Commenters have pointed out that that number is actually the number of players playing FPS' concurrently at 5:20PM UK time, which is one of the least popular times of day (globally and locally). In a single day there are easily at least 1 million unique users playing FPS' on Steam with an approx. userbase of 25 million.
Now, that's only one area of FPS' on PC. A popular one, but by no means all FPS' on PC and unfortunately it'd be near impossible to get stats for all FPS games on PC as their are so many services, but we can surmise that FPS' on PC are far from dead.
