the argument again Steam is pretty weird, because the regional restrictions are set up by the publishers themselves (unlike GFWL, which is UNSUPPORTED in many countries), and Steam-exclusive does not mean "downloadable only".
while "piracy" could be enough for an argument, seems like they're trying to pick a list of excuses for not releasing it.
