They're probably not seen as weird over there. Japs probably see Call of Duty as being weird.

No they don't , " Action " games have their fanbase in there, and they call FPS games Action games.

Has any FPS sold over 1 mil in Japan? Or even close to that?

Japan is a smaller country than the whole American Region, things do not sell in millions unless they're super popular.
