Japan might be five years behind on PS360, which (if we discount PC), make up 81 million out of the roughly 350 million dedicated current-generation gaming devices out there.
On those other 270 million gaming devices, the West is barely even a presence worth mentioning, and i'm only really exaggerating a little on that point. Western devs have neglected that 270 million-strong space that is Wii, DS, and PSP horrendously, and until they get their act together on that front, will never be able to combat Japan
