I think the reason they made the Grunts not speak english is to make them more menacing (as if making them 10 times more difficult wasn't enough). But yeah, I'm not all that sure how it makes sense.

Grunts were comic relief... And I feel like they removed it because the tone of the game was very serious. Since you were constantly walking down streets full of dead civilians, and losing team members, they probably felt like comic relief wasn't good for the tone of the game.
