I used to drive an 18 wheeler for 4 or 5 years and have been in every state east of the Mississippi River and many others to the west of it. And as far as I am concerned Michigan (Detroit mainly) has the worst highway road system along with Pennsylvania (the entire state) as far as I am concerned. And the sad thing about it is that they probably spend more money repairing the roads than most places. Their winters are so bad (Michigan) they are in a constant state of disrepair. I once drove through one particular pot hole and didn't emerge for a couple minute. :)
The best road systems would have to be one of the Southern States (Florida, Georgia, Alabama etc... The road systems seem to last longer as well because of the warmer weather. And indeed Florida has some really good roads. (Kentucky, my home state, is fairly respectable but not the best. We recently had a large investment in road work and we are also getting a new Interstate system that goes through my town! I-66.)
