I think perhaps the word culture is the wrong word to use with what Sapphi Snake is trying to say but rather there is a superior set of values and norms we as the human race the world over will eventually adhere to. That is the values of human rights, individual freedom, public discourse, liberty....of course this will require decent education and and a decent healthcare system in place along with a decent standard of living for the majority of the population and a free press with democracy as the main political system.
