Why can't they?
While they could, they of course wouldn't release a camera that uses the same expensive technology as Kinect. But there are already rumors that Sony is going to release a stereoscopic 3D version of the Playstation Eye:

And such a step would completely make sense, considering that Sony is going all 3D. The manufacturing costs for a 3D playstation eye would only be slightly higher than the costs for the normal Playstation Eye. Move's would become even more accurate, especially when it comes to distance resolution. Unlike Kinect it would allow for 3D video chat and recording 3D video, which would be kind of a killer feature for people who already own a 3DTV and might even get more people interested in 3DTVs.
And it would actually allow for exactly the same games as Kinect, but using a completely different technology. Though it's very questionable if Sony would be doing that, as it would require a lot more cpu processing than even Kinect, so the lag would even be bigger and it would feel even inferior to Kinect.
