What SEGA doesn't get is that a VC game on PS3 now would sell more than the original VC.
They could easily get many JP PS3 sales from a new VC PS3 game as they would with VC3 on PSP. So if 300k people buy VC3, they could easily get 300k people to buy VC3 on PS3 if it was a PS3 game. But not only that, but America and Europe will buy the PS3 game and it'll create more sales worldwide.
