So..? , that doesn't make him legendary, he didn't innovate the genre, recreate something new to it, or made a "great" sequel , NG2 was meh compared to the first, and the first wasn't groundbreaking in storyline , setting , scale as much as it was difficult.

atleast Devil May Cry had something unique going with it, so did Onimusha , God Of War , Shinobi , Bayonetta  and so many others , why aren't the developer of those are lesser than than this guy? , they made more than ONE game too

Regardless, it's beside the point. People love Itagaki's games. That's all there is. Your definition of legendary doesn't enter the fray at all.

Very few serious action game fans seriously consider Kamiya "lesser than" Itagaki, but there's nothing intrinsically wrong with thinking he's the best in the business.

I don't, myself. I prefer Mikami's games on the whole. But that's aside from the point.
