The problem with trying to compare the metacritic score of Halo 3 and Halo: Reach is that there is a three-year gap from when they were released. Since Halo 3, there have been many great games that have significantly raised the bar for what people expect and hope for in a game. So even though Halo: Reach technically offers a lot more than what Halo 3 did, Halo: Reach is being judged under today's standards, which have certainly changed from three years ago.
That being said, anything above 90 is still an amazing score, so Halo: Reach has certainly met expectations.
