They're not forbidding families from entering, they're just pointing out what should be obvious, that noisy children will not be tolerated.
I faced this problem just last night, I was having dinner and this child starts screaming very loudly (i don't know why), the child's mother was courteous to the other guests and left. no harm done, just a part of being a parent.
It might seem a little insensitive but you have to also consider the feelings of ALL the other people at the restaurant, it's definitely NOT fair to them and certainly not fair to the restaurant itself since even though the angry people might not say anything, they probably won't be returning to the place any time soon.
