You're absolutely right. IF this was a policy to calmly go up to a parent and mention that they need to calm their children as its a nuisance to other diners or else come back at another time, then that is appropriate. But, to post a sign that is effectively telling families to not eat there, that is wrong.
Basically, the sign is too aggresive and should be redone in manner fitting of a placing wanting to earn business. I guess I'm looking at it more from a managerial view point as well as a parent of a larger family. It would cause me to not go there as I would think they are not family friendly and simply rude.
