I think they should give 1 score. Unless a peripherial makes the game substantially different and then give the game Two Scores.
And if not that. Give the score that best relates to your target audience. If you think your target audience mostly has move give the score for that. If you think your target audience doesn't give the score for without. . And state the score goes up if you have the peripherials. Which is essentially giving two scores.
