it's because. Rating a game a 9.6 and a 9.5... doesn't really make it clear which ones better... especially when there's different reviewers. It's really unnecessary.
Basically it's a 20-point scale review system .5,1.0,1.5,2.0 etc.
Since it's twice the 5 star method with is a 10 -point scale review system using half stars. Or the 13-point-scale or so point system using A ,A-,B,F etc. it's still more than either of those methods.
