I am fairly certain that your PC is always recieving data on thing shappening everywhere on the map. This is what allows people to cheat and look through the fog of war. However, if it weren't done this way, I think the lag would be too bad to allow for precise management of your units in a firefight. I really dont think there is any way around the issue.
One of the nice things about the new replays it that it allows you to view exactly what a player was looking at on his screen. This makes it much easier to determine if someone was cheating by watching to see if he is constantly looking at your base even when he couldn't possibly see it.
